Updated test-values overrides for OpenShift

• Added several exceptions for kyverno and gatekeeper in OpenShift test values file
• Disabled Istio Sidecar feature as OpenShift is 1.28 and it was causing issues with Vault and other packages

Latest test pipeline from OpenShift (Note: OpenShift is already been having issues, this was meant to fix the more big bang specific issues):
