Fix broken links in documentation and reword some language

No package changes, only fixes a broken link in documentation and clarifies some wording.

Docs links target ./docs/understanding-bigbang/package-architecture/README.md##Addons, that is with a double #, which gets interpreted as

https://repo1.dso.mil/.../README.md##Addons

Which browsers don't understand and by default just put you at the top of the page. In order for the anchor to be understood by the browser, it would have to be:

https://repo1.dso.mil/.../README.md/#Addons

Changing the link target to a single # is not 100% accurate when using the links within Gitlab, but hoping that when the docs are rendered in HTML that it will link properly.
