revert changes that disrupted other items within kustomize

Customer in slack ended up rescinding the need for this change and asked for it to be reverted back in; The unintended consequence of the change was that the secret that gets generated via our .values.package implementation when using kustomize should not be implementing the full values.yaml as a secret and instead provide the values as is.
