Bumping monitoring tag MR to include the templates for Network Policies

Nitpick on that...its doesn't hurt anything but why did you include both gluon and the bb-test-lib? Since gluon includes the old test templates (renamed, but same yaml behind the name), we should be able to completely migrate to it (or just stick with the old test lib). Having both just adds extra to requirements and charts tgz.

Otherwise LGTM.
