SKIP UPGRADE always add "app: prometheus" label to prometheus pod

Summary

Always add app: prometheus label .

We expect the Upgrade pipeline to fail here, since it's breaking on master.

I tested with SSO enabled and non-SSO. I verified app: prometheus was set under both installs, and I was able to access the prometheus site.
