Disable all bbtests for gitlab so we can get release 2-39-0 out the door

With !5329 (closed) failing we need to either merge that despite the umbrella bbtests being stuck for gitlab or disable them via this MR.

Follow-up option to be worked later: gluon#54: allow for individually disabling cypress and/or script bbtests for a package
