feat: Bumping Nexus chart version to include Network Policy templates

Summary

Pointing to latest Nexus chart version which included Network Policy templates along with a toggle.

Should have a toggle around this policy

These policies should be conditional on istio, also probably good to rename the first one since its a FROM not a TO policy.

Also doesn't seem to hurt anything as-is but for consistency, the podSelector app.kubernetes.io/name: nexus-repository-manager is on every policy except the deny and istio. Deny that makes sense but should be able to put that on istio.
