Bumping up the version of Fluentbit for Network Policies and adding the enable toggle

Summary

Network Policies were created for the Fluentbit package. This update brings those changes into Bigbang main by upping the Fluentbit version and creating the hooks to enable or disable the NetworkPolicies for the Fluentbit package.
