Draft: Update tempo tracing template logic

Related to current Tempo Renovate: big-bang/product/packages/tempo#96 (closed) / big-bang/product/packages/tempo!144 (merged)

Testing changes to bigbang chart templates that may be required if tempo-query is not enabled by default.

Also addresses deprecated Prometheus feature flag found during local testing.

Upgrade Notices

• tempo-query has breaking changes that are not handled in upstream chart (where it is disabled by default)
• Plan to disable it by default in BB package and parent charts, which will disable the tracing.bigbang.dev.mil UI previously deployed by Tempo
• Data from Tempo/Tracing UI will still be available in Grafana Dashboards
