Upgrade is a known failure as we are upgrading from dependencies that used the old cert store, so requests to registry1 are failing due to cert trust issue.

Just looking at the clean install and it appears to be running into the same cert validation issue. We updated the image that the runs the test script to registry1.dso.mil/bigbang-ci/devops-tester:1.1.2 under bbtest.script.image in the default values yaml. I'm wondering if the pipeline is using a different image version.
