Provide SecurityContext Capabilities Exception for Alloy

Summary

Alloy v2.x.x requires Security Context Capabilities add: ["CHOWN", "DAC_OVERRIDE", "FOWNER", "FSETID", "KILL", "SETGID", "SETUID", "SETPCAP", "NET_BIND_SERVICE", "NET_RAW", "SYS_CHROOT", "MKNOD", "AUDIT_WRITE", "SETFCAP"]. These exception will allow alloy to deploy and work as intended.
