feat: Logging version bump, networkpolicy template for SSO

Fixing syntax issue in istio Related Network Policy Template.

Adding in SSO Egress specific policy so Elasticsearch can communicate with external SSO Endpoints Eg: login.dso.mil, google auth, azureAD, etc
