The first two pipelines were using original Istio Implementation, last ones were using tag of istioCore to test operatorless via pipelines. Looking into the issue with Kyverno test and will open an issue if it's related to the operatorless istio.

Thinking we should clean up the include "istioEnabled" . in the logic statements to work. There's another effort to clean these up, but might as well check these in with the fix:
