Charter Update for Packages

Recommending update to charter to reflect in-tree and out-of-tree verbiage and removing references to ironbank containers. Any package supported by BB should have an IB container. Recommend exceptions be captured outside of the official docs (i.e. waiver to deploy from an incubating package status, temporary container approval, etc.).
