Updates to handle operatorless Istio gateway naming quirks
- Adds helper that computes label selector used in NetworkPolicy for Istio ingressgateway
- Adds helper that computes gateway name (e.g.
istio-gateway/public-ingressgateway)
Note: I pulled GitLab / Anchore / Twistlock from this PR to hopefully ensure CI is more consistently passing.
