Move Istio Import for Anchore

Summary
When the values secret is created in anchore, it's dropping the newline between the domain value and the above comment which prevents hosted content from resolving. The only recent change to this file is the addition of the istio value. This MR simply moves that value to the line above the comment, as it appears in argocd (for example) which is not experiencing these issues.
