Updated script to reserve IP's for gateways and increase IP reservation range

Summary

• Added IP reservations for both default gateways when only the -m parameters is specified to ensure both default gateways always get the correct IP addresses assigned
• Updated IP reservation range to allow for up to 8 additional custom gateways in dev environment

Relevant logs/screenshots

Rebuilt multiple times to ensure it came up with the right IP addresses every time.
