Monitoring

• bumped Helm chart version to 14.0.0-bb.4
• pulled in upstream prometheus-node-exporter-1.14.2 chart
• set .Values.prometheus-node-exporter.hostNetwork and .Values.prometheus-node-exporter.hostPID to false in order to resolve OPA violations with prometheus node exporter daemonset
