Enable kyverno policy exceptions in test-values

Summary

Enable Kyverno PolicyExceptions in test-values.yaml. It looks like the intention was for it to be enabled, but there was a typo in the key name.

Relevant logs/screenshots

Applying a PolicyException no longer warns it is disabled.
