kiali update to 2.23.0-bb.0

In addition to upgrading to Kiali 2.23.0, this fixes an issue where the Distributed Tracing link in the Kiali UI was broken. Setting the external_url to grafana and specifying the tempo data source fixed the Distributed Tracing link.
