Support mtls scraping with ambient

Summary
Adds logic to support mTLS scraping for ambient by removing the sidecar tlsConfig for ServiceMonitors
In order to get CI passing I pulled a few packages out of this MR. The following will be in a follow up MR:
- eck-operator
- elasticsearch-kibana
- gitlab
- gitlab-runner
- mattermost

Running with these changes yields no net changes for sidecar mode scraping:
