Draft: Proposed doc updates for simple local deployment of Big Bang

Summary

• Write up instructions for a simple local deployment of big bang
• Add a new values.yaml file for local deployments that tweaks the resource requests so everything will fit on a beefy but not out of the ordinary developer machine
• Fix a typo in tests/ci/k3d/values.yaml (there was a duplicated block) (will move this to a separate MR later)
