feat: istio annot. on kail and jaeger for sidecar

No package changes. Added this istio annotation to Jaeger and Kiali. This helps, but does not resolve #591 (closed). This does not add an annotation to the Jaeger operator, just the Jaeger pod. For Kiali it does both.
