set retries -1 in flux helmrelease for infinite

Set value to -1. I cannot get it to fail enough to reach infinite retries but it is still installing successfully.

/cc @cmcgrath does this look like it will resolve the issue you opened? It wasn't clear to me if you guys were seeing an issue with the BB HR (which this should resolve) or with individual package HRs (which would require a change to values here) - or both. Just wanted to confirm before we approve/merge this that it actually hits the issue you guys had.
