Initial Commit to repo with values file, Templates and README

Initial MR into repo with templates and values required for tenant namespaces. Will need eyes from PartyBus for more recommendations and later issues for detailing and tailoring for best way to deploy (ideally) multiple of these in a single BB cluster, possible kustomization.yaml they can reference this repo as a base and set createHelmRelease to true.
