Adding package rules to connect related MRs

This configuration will combine all Github tagged Renovate tasks to a single MR, rather than each upstream package taking its own. This will allow us to test all new versions together. Blocking patches can be rolled back during Renovate MR completion if they introduce breaking changes, but this will enable us to test all changes together.
