rewrite oci_release in python, update ci image with image containing ironbank modules

Summary

Using the updated base image with IB Python and Cosign, this MR will sign OCI Helm Artifacts after pushing to registry1. Will be dependent on using KMS.

Relevant logs/screenshots

Tested and validated with Harbor using Pipeline Validator pipeline.
