Update go container image used to build bbctl

Summary

Update the bbctl build pipeline to use a later Golang image from IronBank rather than an older, public image.

This will bring the pipeline up to date with the Go version this MR is updating the bbctl binary to, as well as hopefully resolve big-bang/product/packages/bbctl#43 (closed) without requiring a Kyverno policy update.
