EBS Update, 1.28 upgrade, and increasing the available IPs using /24 from /25

Summary

We are running out of Ips when utilizing a /25 subnet during the EKS pipeline runs, increased it by using a /20 and /24. Updated the other k8s versions, and chris updated the EBS version. I also simplified the cidrsubnet from ceil(log) to an integer.
