Patched rule to include only running on nightly jobs

Summary

• Patching bigbang pipeline to ensure it only runs AWS network up/down for nightly jobs that are not of clustertype OpenShift
• Also added missing entry to changelog for OpenShift pipeline

Results of test can be found here: https://repo1.dso.mil/big-bang/pipeline-templates/package-validation/-/pipelines/3213992 Used the update-mattermost-tag-9.6.1-bb.1 branch from bigbang repo to test which was previously trying to run AWS Up/Down. Results show that no longer happen although it does still fail which is likely due to me just not adding all of the right label in .gitlab-ci.yml.
