Resolve "Repo-Sync Revival: fix pipelines to actually deploy code"

Summary

This MR fixes the repo-sync pipeline to actually deploy the built docker image to registry1 for merges to the default branch. example merge to default branch pipeline from package validation repo

this also now has a seperate pipeline for MRs that doesnt deploy the code but does a test build. example pipeline here
