Change Renovate Bot Label Tag to 'kind::maintenance'

Change "kind::chore" to "kind::maintenance" within Renovate Bot.

Enables better metrics tracking within Holocron.

@ryan.thompson.44 just out of curiosity...is Holocron tracking MRs? All the renovate labels are added on MRs only. Probably good to update regardless so that we have the same labels on MRs and issues, just wondering since I had it in my head that Holocron just watches issues

It also tracks MRs, but I think it is limited to track "stale" MRs. It is a good idea to have the MR and issue labeled together. MRs are supposed to have kind label per the Charter.
