Resolve "Automatically checking for upstream Helm chart that matches the new image version"

Summary

The purpose of this MR is to automate the mapping of the chart version with the target appVersion within Chart.yaml of a given package. After extensive testing in a renovate dev environment, this change has shown to be effective on ~90% of the big bang packages.
