Migrate backstage to universe/product from sandbox

Problem Statement (i.e. problem you wan to solve): Preparing backstage for bigbang umbrella implementation

Description: Backstage is set to become an umbrella application, maintained by development & ops. This will migrate the package from sandbox to universe/product for long-term implementation.
