Summary

This MR introduces the concept of Big Bang Conformant Stacks (BBCS) to the BB TOC. BBCS introduces a way for government and industry create technology stacks that meet the intent / security posture of Big Bang while allowing greater collaboration and transparency in the platforms that fall under this guidance.
