Add Fluentbit to Graduated Projects

Would like to add Fluentbit to graduated per https://repo1.dso.mil/platform-one/bbtoc/-/issues/58 .

Used the initial template, but wasn't sure what else is required to add to this for graduated projects - let me know if there's more info needed.
