Double Atlassian Logo Fix For Confluence

Aiden Eyre requested to merge P1HELP-32531-Double-Atlassian-Logo into main

Kristi Wedertz, Brandon Wheeler, and I investigated the issue of the double Atlassian logo reported in P1HELP-32531. Based on the suggestion by James Hunt, we added some padding to the velocity template footer-logo. We tested our changes by temporarily updating the configmap inside of the preprod cluster.
