Upgrade gluon and cypress tests

• Updated gluon to 0.4.1 and Cypress 13.x
• Update cypress tests to work with Cypress 13.x
• Validated test passes in bb pipeline: https://repo1.dso.mil/big-bang/bigbang/-/jobs/25854298
