Fix: Remove Second Atlassian Footer Logo

Kristi, Brandon, and I set out to fix the double Atlassian logo at the bottom of the Confluence page. As suggested, we had adjusted the padding to keep the two logos on top of each other. After some further investigation, we realized that this doesn't cover all bases, we needed a better solution. This MR entirely removes the background image so that there is only one logo with a link ever displayed.

I temporarily updated the Confluence config map and made some changes to the custom HTML to ensure things are working properly.
