Write new version test plan for DEVELOPMENT_MAINTENANCE.md

Currently in docs/DEVELOPMENT_MAINTENANCE.md under the Testing new Alloy Version section. The only condition to check for a successful upgrade is "Validate Alloy pod logs are showing no errors."

This task is to develop a more-flushed out testing procedure and add additional testing conditions to the document.

NOTE: This task may require integration with other applications, which could potentially be a blocker.
