Add selinuxoptions spc_t for alloy-logs

Summary

• Adds seLinuxOptions of type spc_type for Alloy-logs to allow privileged host mounting on SELinux enabled systems.

NOTE: Pipelines will not pass because the security policy exceptions for kyverno/gatekeeper have not been merged to bigbang master. They will be added in the chart bump MR.
