Resolve "Toggle Usage Reporting in Alloy"

Summary

Add a toggle to the values for Alloy and disable it by default so that customers aren't seeing random errors in their Alloy deployment with default network policies, and so that any customers running in an air gapped/secure network aren't trying to reach out to the internet.
