Anchore Database Upgrade has no network policy

Description

When upgrading, a network policy is created to allow the upgrade jobs to egress to external databases, such as RDS, but the podSelector for the network policy does not select the right labels.

Newer upgrade jobs are being labeled differently, so the label as "job-name=enterprise-upgrade" doesn't apply anymore here

The feed upgrade job is not broken, due to an NP existing for the "component=feeds"

A new networkpolicy that selects "component=upgradejob" would fix the enterprise upgrade job.
