Shutdown istio proxy in upgrade jobs. Otherwise, the upgrade jobs will hang.

Changed a referenced container image to use Iron Bank's kubectl image

BigBang integration runs can be found in this MR: big-bang/bigbang!4100 (merged)

I'll bump the tag there once these package changes are merged in.

Upgrade Notices

If you experience issues with database version not upgrading, please run helm upgrade and set upgradeJob.force=true or update your values file to force DB schema upgrades.
