Ability to disable ensure-anchore-db job

Running command "helm template anchore chart/ -n anchore --set istio.enabled=true" we are able to verify that switching variable "externalDBCheckEnabled" from false to true in values.yaml allows use of External Database with ensure-anchore-db job enabled and/or disabled.
