Extending the current istio-sidecar-proxy exit logic and basing it off of a new istio.injection value. This bigbang chart will be able to consume this update (MR to be created next) and base the injection annotation on the anchore namespace off of this as well.

For Issue

This is a package change required to address bigbang#913

BigBang Chart Draft MR has been opened to consume these updates when the new tag is released.
