Draft: upstream changes to chart for 5.46.7

I was able to bring in all upstream changes except for the appVersion upgrade to 2.8.4 (current is 2.8.2). We are waiting for the iron bank image to be upgraded to 2.8.4 before we can upgrade the appVersion, but all of these changes fairly minimal and seem to work fine with 2.8.2.
