Resolve "Update ArgoCD to work with Istio sidecar injection"

Further tuning for istio-injection support over internal TLS within application and bringing in argocd as part of the service mesh. Per comment in this thread and BigBang MR thread linked below, renaming serviceports to include tcp over https for proper handling of traffic.
