Update to 0.5.2

Bump authservice version. Keep current behavior for unmatched requests. Add the ability to deny unmatched requests with a corresponding change to CUSTOM authz policy.

Should be able to tie to https://repo1.dso.mil/platform-one/big-bang/apps/core/authservice/-/issues/47
