Support jwks_uri for querying discovery endpoint

• The changes are the same ones that have ben made on this branch https://repo1.dso.mil/platform-one/big-bang/apps/core/authservice/-/commits/1a3c15f542fbb12ee2ea00f6f20b64c77681b046/chart/templates/secret.yaml but they include some small fixes for things like "jwks" being in "global" and rearranges the order of the secrets operations to maintain the current behavior for any users that are currently using "jwks" and not "jwks_uri" since "jwks_uri" was not working
